PANDEMIC TREATY UPDATE

The Intergovernmental Negotiating Body just released details regarding their upcoming meeting (December 5-7, 2022) regarding the World Health Organization's proposed "Pandemic Treaty."

The Intergovernmental Negotiating Body (INB) will be meeting for the third time on Monday, Tuesday and Wednesday, December 5-7, 2022.

At the moment, it is unclear as to whether or not they will be live-streaming their meetings.

As expected, the INB released this information at the most classic moment designed to hide information in plain sight. This morning, BLACK FRIDAY, November 25, 2022, the INB published the seven (7) documents listed below on their nearly invisible web page. I really did expect them to do exactly that on exactly this date. They know that everyone else in the United States is busy recovering from Thanksgiving and the biggest shopping day of the year. This came as no surprise to me.

2. Draft programme of work

3. Conceptual zero draft for the consideration of the Intergovernmental Negotiating Body at its third meeting [CLICK HERE TO READ ARTICLE]

4. Proposal by the Bureau on an updated timeline and deliverables, development of the zero draft of the WHO CA+, and establishment of drafting group modalities

5. Summaries of regional committee discussions on the working draft Report by the Secretariat

6. Informal, focused consultations Report by the Bureau of the Intergovernmental Negotiating Body

7. Outcomes of the second round of public hearings Report by the Secretariat

Of the seven (7) documents, the most important is the official version of the “Conceptual Zero Draft” of the proposed “Pandemic Treaty.” However, I obtained and published an advance copy of that document, so most of my readers should already be aware of it. I believe that the official copy is the same as the advance copy. Please read this article , AND DEFINITELY READ THIS ARTICLE.

The next most important document is the updated timeline (schedule).

Documents 5, 6 and 7 are summaries of events that have already happened.

The above schedule is in regards to the proposed “Pandemic Treaty.”

The schedule below is in regards to the proposed amendments to the International Health Regulations.

November 28 - December 2, 2022: (IHRRC)

Face-to-face meeting (5 days, Geneva, Switzerland) for report drafting purposes, with, at least, one day meeting with Member States, United Nations and its specialized agencies and other relevant intergovernmental organizations or nongovernmental organizations in official relations with WHO, the Bureau of the Intergovernmental Negotiating Body (INB), and the WGIHR;

December 15-16, 2022: (IHRRC)

Closed virtual working meeting;

January 9-13, 2023: (IHRRC)

Face-to-face meeting (5 days, Geneva, Switzerland) for finalization of the report, with, at least, one day meeting with Member States, United Nations and its specialized agencies and other relevant intergovernmental organizations or nongovernmental organizations in official relations with WHO, the Bureau of the INB, and the WGIHR.

January 15, 2023

WGIHR is scheduled to submit amendments to the Director General of the WHO.

May 2023

The WHO consistently claims that their goal is to consider these amendments at the 77th World Health Assembly in May 2024, but the amendments COULD be voted on by the 76th World Health Assembly in May 2023.

Each Party [shall]/[should]:

(a) Strengthen and prioritize domestic financing for pandemic prevention, preparedness, response and health systems recovery, including through greater collaboration between the health, finance and private sectors, in support of primary health care and universal health coverage;

(b) Finance, through new or established international mechanisms, regional and global capacity-building for pandemic prevention, preparedness, response and recovery of health systems;

(c) Measures to ensure/enhance sustainable, [equitable, fair,] and predictable financing of global, regional and national systems and tools and global public goods for pandemic prevention, preparedness, response and recovery of health systems, through existing or new mechanisms, while avoiding duplication and ensuring synergies, in order to guarantee equitable access to preparedness financing;

(d) Facilitate rapid and effective mobilization of adequate financial resources, including from international financing facilities, to affected countries, based on public health need, to maintain and restore routine public health functions during and in the aftermath of a pandemic response.
