H.R. 419 - No Taxpayer Funding for the World Health Organization Act
Representative Chip Roy (Texas - District 21) has proposed legislation (H.R. 419) to defund the World Health Organization. While defunding the WHO is not as powerful as leaving the WHO, it is a step in the right direction. As of August 17, 2022, H.R. 419 already has over 60 co-sponsors in the House of Representatives.

The United Nations is not taking over the United States. What is occurring is that the United States is being delivered to the United Nations. This delivery must be stopped.
United States System: Basic rights are given by God and cannot be overruled. Freedom prevails.
United Nations System: Basic rights are granted by the UN government and can be canceled “by law.” No recognition of God. The world body lists rights it recognizes and then claims power to abolish them “by law.”
The United Nations has always sought to ban private ownership of weapons. For instance, the world body published Our Global Neighborhood in 1995, calling for “the disarming of civilians.”
The United Nations Arms Trade Treaty (adopted by the UN in 2013) would ultimately disarm Americans. It was signed by the U.S. in 2013, but has not been ratified by the U.S. Senate.
The United Nations Violates Article 2 of Its Own Charter
Article 2 of the UN Charter states: “Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state [nation]….”
Examples of UN violation of its own Charter include:
Forcing U.S. citizens to cancel plans to mine gold in Montana;
Targeting U.S. law that permits capital punishment;
Condemning the U.S. Border Patrol for efforts to bar entry of illegal immigrants;
Urging independence of Puerto Rico when even the people of that U.S. possession have repeatedly indicated they don’t want their relationship to the U.S. changed.

H.R. 7806 - American Sovereignty Restoration Act of 2022
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘‘American Sovereignty Restoration Act of 2022’’.
SECTION 2. REPEAL OF UNITED NATIONS PARTICIPATION ACT OF 1945.
(a) REPEAL.—The United Nations Participation Act of 1945 (Public Law 79–264; 22 U.S.C. 287 et seq.) is repealed.
(b) TERMINATION OF MEMBERSHIP IN UNITED NATIONS.—The President shall terminate all membership by the United States in the United Nations, and in any organ, specialized agency, commission, or other formally affiliated body of the United Nations.
(c) CLOSURE OF UNITED STATES MISSION TO UNITED NATIONS.—The United States Mission to the United Nations is closed. Any remaining functions of such office shall not be carried out.
SECTION 3. REPEAL OF UNITED NATIONS HEADQUARTERS AGREEMENT ACT.
(a) REPEAL.—The United Nations Headquarters Agreement Act (Public Law 80–357) is repealed.
(b) WITHDRAWAL.—The United States withdraws from the agreement between the United States of America and the United Nations regarding the headquarters of the United Nations (signed at Lake Success, New York, on June 26, 1947, which was brought into effect by the United Nations Headquarters Agreement Act).
SECTION 4. UNITED STATES ASSESSED AND VOLUNTARY CONTRIBUTIONS TO THE UNITED NATIONS.
No funds are authorized to be appropriated or otherwise made available for assessed or voluntary contributions of the United States to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, except that funds may be appropriated to facilitate termination of United States membership and withdrawal of United States personnel and equipment, in accordance with sections 2 and 3, respectively. Upon termination of United States membership, no payments shall be made to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, out of any funds appropriated prior to such termination or out of any other funds available for such purposes.
SECTION 5. UNITED NATIONS PEACEKEEPING OPERATIONS.
(a) TERMINATION.—No funds are authorized to be appropriated or otherwise made available for any United States contribution to any United Nations military or peacekeeping operation or force.
(b) TERMINATIONS OF UNITED STATES PARTICIPATION IN UNITED NATIONS PEACEKEEPING OPERATIONS.
No funds may be obligated or expended to support the participation of any member of the Armed Forces of the United States as part of any United Nations military or peacekeeping operation or force. No member of the Armed Forces of the United States may serve under the command of the United Nations.
SECTION 6. WITHDRAWAL OF UNITED NATIONS PRESENCE IN FACILITIES OF THE GOVERNMENT OF THE UNITED STATES AND REPEAL OF DIPLOMATIC IMMUNITY.
(a) WITHDRAWAL FROM UNITED STATES GOVERNMENT PROPERTY.
The United Nations (including any organ, specialized agency, commission or other formally affiliated body of the United Nations) may not occupy or use any property or facility of the United States Government.
(b) DIPLOMATIC IMMUNITY.
No officer or employee of the United Nations (including any organ, specialized agency, commission or other formally affiliated body of the United Nations) or any representative, officer, or employee of any mission to the United Nations of any foreign government shall be entitled to enjoy the privileges and immunities of the Vienna Convention on Diplomatic Relations of April 18, 1961, nor may any such privileges and immunities be extended to any such individual. The privileges, exemptions, and immunities provided for in the International Organizations Immunities Act of December 29, 1945 (59 Stat. 669; 22 U.S.C. 288 et seq.), or in any agreement or treaty to which the United States is a party, including the agreement entitled ‘‘Agreement Between the United Nations and the United States of America Regarding the Headquarters of the United Nations’’, signed June 26, 1947 (22 U.S.C. 287 note), and the Convention on Privileges and Immunities of the United Nations, entered into force with respect to the United States on April 29, 1970 (21 UST 1418; TIAS 6900; UNTS 16), shall not apply to the United Nations or to any organ, specialized agency, commission or other formally affiliated body of the United Nations, to the officers and employees of the United Nations, or of any organ, specialized agency, commission or other formally affiliated body of the United Nations, or to the families, suites, or servants of such officers or employees.
SECTION 7. REPEAL OF UNITED STATES MEMBERSHIP AND PARTICIPATION IN THE UNITED NATIONS EDUCATIONAL, SCIENTIFIC, AND CULTURAL ORGANIZATION.
The joint resolution entitled ‘‘A joint resolution providing for membership and participation by the United States in the United Nations Educational, Scientific, and Cultural Organization, and authorizing an appropriation therefor’’, approved July 30, 1946 (Public Law 79–565, 22 U.S.C. 287m et seq.), is repealed.
SECTION 8. REPEAL OF UNITED NATIONS ENVIRONMENT PROGRAM PARTICIPATION ACT OF 1973.
The United Nations Environment Program Participation Act of 1973 (22 U.S.C. 287 note) is repealed.
SECTION 9. REPEAL OF UNITED STATES PARTICIPATION IN THE WORLD HEALTH ORGANIZATION.
The joint resolution entitled ‘‘Joint Resolution providing for membership and participation by the United States in the World Health Organization and authorizing an appropriation therefor’’, approved June 14, 1948 (22 U.S.C. 290), is repealed.
SEC. 10. REPEAL OF INVOLVEMENT IN UNITED NATIONS CONVENTIONS AND AGREEMENTS.
Effective on the date of the enactment of this Act, the United States will end any participation in any conventions and agreements with the United Nations and any organ, specialized agency, commission, or other formally affiliated body of the United Nations. Any remaining functions of such conventions and agreements shall not be carried out.
SECTION 11. REEMPLOYMENT WITH UNITED STATES GOVERNMENT AFTER SERVICE WITH AN INTERNATIONAL ORGANIZATION.
Nothing in this Act shall be construed to affect the rights of employees under subchapter IV of chapter 35 of title 5, United States Code, relating to reemployment after service with an international organization.
SECTION 12. NOTIFICATION.
25 Effective on the date of the enactment of this Act, the Secretary of State shall notify the United Nations and any organ, specialized agency, commission, or other formally affiliated body of the United Nations of the provisions of this Act.
SECTION 13. EFFECTIVE DATE.
Except as otherwise provided, this Act and the amendments made by this Act shall take effect on the date that is two years after the date of the enactment of this Act.

SECTION 1. SHORT TITLE.
This Act may be cited as the “No Taxpayer Funding for the World Health Organization Act”.
SECTION 2. PROHIBITION ON ASSESSED AND VOLUNTARY CONTRIBUTIONS TO THE WORLD HEALTH ORGANIZATION.
Notwithstanding any other provision of law, effective on the date of the enactment of this Act, the United States may not provide any assessed or voluntary contributions to the World Health Organization.

Neither the WHO “Constitution” nor the UN “Charter”16 provides information on how national withdrawal from those treaties is to be accomplished. This absence of direction for withdrawal is sometimes misunderstood as a signal that withdrawal from these organizations is not possible. In fact, withdrawal is, indeed possible. This possibility has been verified on several occasions by nations withdrawing from these organizations and other similar treaty organizations, including the United States.
As we will see below, the United States has withdrawn from several organizations with the same status as the WHO over its history with the UN and its organizations and has an active history of withdrawing from international organizations it grows unhappy with. Between 1982 and 2020, it has withdrawn from or refused to participate in 17 international organizations and treaties.
One nation has successfully, and without opposition by any other nation or by the United Nations itself, withdrawn from that body. On January 20, 1965, Indonesia’s Minister for Foreign Affairs addressed a letter to U Thant, Secretary General of the United Nations, communicating Indonesia’s intention to withdraw from the organization.21
That letter produced a responding letter from the Secretary General simply accepting Indonesia’s decision. No demand for justification or other input was made by the United Nations and when, on September 28, 1966, Indonesia’s new government requested to rejoin the United Nations, no additional membership scrutiny or processing was required: the delegates were simply invited to retake their seats.
While scholars may debate whether Indonesia withdrew or suspended its membership in that body, it is clear that no opposition was raised to the decision of that sovereign nation to exit both its participation and its obligations to that body. Indeed, by not contesting that withdrawal, the UN both avoided setting an articulated procedure for withdrawal and confirmed the ability of a sovereign nation to exit it upon simple declaration of its intention to do so.22
With special reference to the question of whether it is possible to withdraw from the WHO and, if it is, what the procedure would be to do so, on October 21, 2020, the United States Congressional Research Service provided an analysis of the process to exit from the WHO and the implications for the US and other countries that choose to do so.23
US Membership in the WHO was approved by Joint Resolution of Congress on June 14, 1948, 62 Stat 441.24 That resolution includes specific language regarding how to leave the organization. According to this research document, the process is both clear and simple:
In fact, the process of withdrawing from the United Nations, and all of its special organizations, including the WHO, is, actively underway in the United States through a Bill now before the Congress, HR 7806: The American Sovereignty Restoration Act of 2022.28
We see continued membership in the WHO and the UN as an invitation to rapid and complete destruction of all national sovereignty, personal sovereignty and autonomy and therefore urge the residents of every country to use all appropriate peaceful means to demand the rapid and complete withdrawal of their country from the destructive and deadly grip of these organizations.
There is significant Customary International Law regarding how nations may lawfully terminate treaty obligations. Since the UN Charter,29 like the WHO Constitution, fails to provide specific information on the process of withdrawing from membership in that organization, the information presented here pertains equally to withdrawal from the WHO and the UN. Customary International Law uses the principle of rebus sic stantibus or "things standing thus."30 If a treaty has no withdrawal provisions, once a treaty has been ratified, the ratifying state may, following this principle, withdraw from a treaty only if there has been some substantial unforeseen change in circumstances. Substantial changes in circumstances may include the object of the treaty becoming moot or occasion of a material breach committed by a treaty party. Articles 61 and 62 of the 1969 Vienna Convention on the Law of Treaties31 narrowly construe Rebus sic stantibus, without naming this principle explicitly.
The Vienna Convention implies that sovereign states have the right to repudiate any treaty.
Preparing to invalidate the very sovereignty of the ratifying states and seize their governance as provided for in the International Health Regulations32 and the upcoming Pandemic Preparedness and Response Treaty33 constitutes, in our opinion, significant material breach of the aims, goals and purposes of both the Constitution of the WHO and the Charter of the UN, which is what each member nation ratified. Planning for massive population reduction and capture of every facet of personal and national sovereignty and decision-making is not what nation states agreed to when they ratified their participation in the WHO and the UN.
Current changes to these documents now underway grant extraordinary powers to the WHO to dissolve national sovereignty and control every aspect of human, animal and plant life. These powers were never envisioned by the signatory countries when they entered into their arrangements with the WHO or the UN.
The recently proposed changes to the WHO Treaty37 and to the International Health Regulations38 constitute such “substantial unforeseen change...” 39 Certainly each sovereign has the sole authority to decide when such a change has occurred, putting the right to exit the WHO and UN in the hands of the governments of the various nations, individually.
Thus it is clear that the United States, like any other country, can choose to withdraw from the World Health Organization and the United Nations with few direct consequences. Obviously, political, economic and other indirect pressures would be applied to any nation seeking to disrupt the globalist anticipated hegemony and control plan. Since the WHO has become a vital tool for the total dissolution of national sovereignty and personal autonomy, we can anticipate a great deal of external pressure against withdrawal.
It is the position of this white paper that the WHO and the UN have clearly demonstrated that rather than serving health and autonomy in their member states and their people, they promote exactly the opposite. Before they can act further to damage public health and nation state sovereignty, we urge every nation which values its form of government, its people and their well-being to move with all possible speed to withdraw from even the pretense of WHO/UN’s supra-national powers. That means any country which values sovereignty and personal autonomy must withdraw as rapidly as possible from these dangerous, oppressive organization – the WHO and the UN.

In addition to ending U.S. government involvement with the UN, the American Sovereignty Restoration Act (H.R. 7806) would remove the UN’s controversial headquarters from U.S. soil and protect American troops from having to serve under UN command.
U.S. Representative Mike Rogers, a conservative Republican representing eastern Alabama, has been the lead sponsor of the bill in several congresses so far. He has raised numerous concerns over the years, including corruption, waste, hostility to Israel, opposition to fundamental American principles, the UN’s hatred of the Second Amendment, and more.
“The United Nations has repeatedly proven itself to be an utterly useless organization,” explained Rogers in a statement announcing the re-introduction of the bill last month, doubling down on previous comments referring to the UN as a “disaster.”
“It’s clear the UN has abandoned the ideals set in its founding charter and that’s why, among many other reasons, I’ve reintroduced legislation to withdraw the United States from the UN,” he added.
When introducing the bill in 2019, Rogers blasted the UN as an “inefficient bureaucracy” and a “complete waste of American tax dollars.” Saying the legislation was one of his top priorities, Rogers noted that the global organization “works against America’s interests around the world” and continues to “attack our rights as U.S. citizens.”
Another key element of the bill would end U.S. involvement in the disgraced World Health Organization. Among other scandals, the UN agency is led by a former communist terror leader backed by Beijing, and was repeatedly exposed parroting the CCP’s talking points.
“The WHO lost all credibility when they chose to put public health second to the Chinese Communist Party by helping the CCP cover up the origins of COVID-19,” continued Rogers, blasting the UN WHO as “corrupt.”

“The best thing that you can say about the United Nations is it’s mostly ineffective and a waste of money,” said Congressman Massie, who campaigned for an “Amexit” from the UN after the British people voted for a “Brexit” from the European Union. “That’s the best thing you can say about it. So I’m glad that they are somewhat ineffective, but I don’t like that we waste the money.”
“For instance, a lot of these foreign relations bills that come in front of us in Congress and the whereas clauses — they might say ‘whereas the UN has said this,’ or ‘the UN decided this, now therefore be it resolved’ — well that’s almost an automatic no for me, because why would I defer to the United Nations if we’re a sovereign country?” asked Massie.
The Deep State, though, wants to keep Americans entangled in international organizations. “They would like to see us fully involved in the United Nations and intervening in every country possible,” Massie said, adding that global agencies increasingly dictate policy to American elected officials and that many congressmen are more than willing to bow down.
Blasting the UN as “a collection of dictators,” Massie also pointed to the WHO’s attacks on science and language — and how the CDC followed suit in seeking to redefine terms such as “vaccine” and “herd immunity.” “It is Orwellian in the sense that they’re trying to control thought by controlling the language that we use,” he added.
As is typical, the bill has been referred to the House Foreign Affairs Committee, where internationalists in leadership will do their best to ignore it and keep it bottled up. However, with a public groundswell in favor of getting the U.S. out, lawmakers will have to bend to the will of their constituents.
