This article is to alert the world about the negotiations that are going on right now between the World Health Organization and delegates from nations around the world.

The delegates from all 194 member nations are busy working on plans to give more power and control to the World Health Organization at the expense of your national and personal sovereignty, bodily autonomy, personal privacy, inalienable rights and fundamental freedoms.

The delegates are being manipulated into surrendering your personal freedoms and our national sovereignty over to the WHO.

I am very concerned about the actions of our delegates to the World Health Organization and I demand that these negotiations be stopped immediately.

I also demand that the names of the people who have been legally authorized to conduct these negotiations, and the extent of their authorization, be revealed publicly.

These negotiations are so well hidden that it is highly likely that you have no idea who your nation’s delegates to the World Health Assembly even are.

These secret negotiations are being conducted along two parallel tracks:

TRACK 1:

The WHO is attempting to negotiate a legally binding international ”Pandemic Treaty" which could usurp national sovereignty and restrict our personal freedoms. The delegates from every nation have been instructed by the WHO to submit their written proposals to the Intergovernmental Negotiating Body by September 15, 2022.

TRACK 2:

At the same time, the WHO has set up a Working Group for amendments to the International Health Regulations (WGIHR). The International Health Regulations are an existing body of international law that are legally binding upon all member nations, and any amendments to the IHR would also be legally binding. Delegates from every member nation have been instructed by the WHO to submit their written proposals by September 30, 2022.

From now until September 15, 2022, delegates from all 194 member nations of the World Health Organization are in the process of submitting their proposals for consideration in the “conceptual zero draft” of the “Pandemic Treaty.”

The Intergovernmental Negotiating Body (INB) plans to compile these secret submissions into what they refer to as a “conceptual zero draft.” They then plan to secretly circulate this “conceptual zero draft” amongst the member nations in mid-November, 2022 in advance of the third meeting of the Intergovernmental Negotiating Body on December 5-7, 2022.

TRACK 2: Amendments to the IHR

This track is exceedingly secretive.

From now until September 30, 2022, delegates from all 194 member nations of the World Health Organization are in the process of submitting their proposals for amendments to the International Health Regulations prior to the first meeting of the Working Group for Amendments to the International Health Regulations (WGIHR).

The first meeting of the WGIHR has not been formally scheduled. It should occur some time before November 15, 2022.

BUT ARE THE PROPER ADMINISTRATIVE PROCEDURES BEING FOLLOWED?

The Case-Zablocki Act (1 U.S.C. 112b)  – as implemented by 22 CFR Part 181  – requires coordination with the Secretary of State prior to concluding international agreements, and timely reporting to Congress of concluded international agreements upon entry into force.

These requirements apply to all agencies of the U.S. Government regardless of whether such international agreements are entered into in the name of the U.S. Government or in the name of a U.S. Government agency.

Prior to negotiating or concluding an international agreement, whether in the name of the U.S. Government or an agency, all agencies of the U.S. Government must consult with the Secretary of State or his designee, pursuant to the Department of State procedures set out in the Circular 175 procedure.

Detailed requirements for submitting requests for Circular 175 authority to negotiate or conclude an agreement may be found at 11 FAM 720.  Among other things, an agency wishing to negotiate or conclude an international agreement must transmit to the appropriate point of contact in the Office of the Legal Adviser relevant information about the proposed agreement including:  a draft text or summary of the proposed agreement; a precise citation of the constitutional, statutory, or treaty authority for such agreement; and other background information as requested by the Department of State.

Negotiations of treaties, or other “significant” international agreements, or for their extension or revision, are not to be undertaken, nor any exploratory discussions undertaken with representatives of another government or international organization, until authorized in writing by the Secretary or an officer specifically authorized by the Secretary for that purpose.

According to the Foreign Affairs Manual of the United States, anyone who attempts to negotiate any form of international treaty or agreement on behalf of the United States must be duly authorized in advance in order to participate in such negotiations and the scope of their authority must also be clearly defined in advance. There is no evidence that the delegates to the WHO have received such authorization to negotiate with the WHO.

Congress is supposed to be advised of the progress of such negotiations and the concerns of We the People are supposed to be heard through our representatives in Congress.

International negotiations must be authorized by the Secretary of State, not by bureaucratic public health officials. I question whether the United States delegation is legally authorized to participate in such negotiations.

I am concerned that the United States delegates to the WHO, including HHS Secretary Xavier Becerra, and Loyce Payce and Colin McIff from the HHS Office of Global Affairs, and others, are illegitimately participating in negotiations to surrender more power and control to the World Health Organization at the expense of our national and personal sovereignty, bodily autonomy, personal privacy, inalienable rights and fundamental freedoms.

I am concerned that our national sovereignty and personal freedoms are at risk.

I demand that these secret negotiations be stopped immediately and I demand that Congress investigate and publicly report on what our delegates have proposed in secret.

I request that every member of Congress and every citizen of the United States demand answers to the following questions (and more) from Richard C. Visek, the Acting Legal Advisor to the Secretary of State.

Ms. K. Youel Page (Assistant Legal Adviser, Office of the Legal Advisor) is listed as an advisor as part of the United States delegation to the 75th World Health Assembly. I believe that she should also be questioned.

Questions for Richard C. Visek, the Acting Legal Advisor to the Secretary of State:

  1. Have you been consulted regarding the currently ongoing negotiations between the United States delegates and the World Health Organization?

  2. Has a request for authorization to negotiate and/or conclude a treaty or other international agreement in the form of an action memorandum addressed to the Secretary of State been submitted to and cleared by the Office of the Legal Adviser?

  3. Has anyone been officially authorized to conduct such negotiations? Who are they? What are their names?

  4. If they have been authorized, what is the extent of their authorization?

  5. Have the appropriate Congressional leaders and committees been consulted?

  6. Has the State Department confirmed that the relevant funds have been budgeted to fulfill the proposed commitment or has the President made a determination to seek the required funds?

  7. Has the Office of Management and Budget (OMB) been consulted in a timely manner concerning the financial impact of the proposed negotiations.

  8. Will the public be given an opportunity to comment?

The delegates to the WHO may claim to represent our country, but they certainly do not represent YOU. How could they? They have not reached out to “We the People” for our input before they started working to attempt to change international law in order to surrender our personal freedoms and national sovereignty over to the dictator-general of the World Health Organization.

The World Health Organization is seeking to implement their “One Health” agenda with a “whole-of-government” and a “whole-of-society” approach.

The Secretary of the Interior, the Secretary of Health and Human Services, and the Secretary of Agriculture (referred to in this Act as the “Secretaries”), in coordination with the United States Agency for International Development, the Environmental Protection Agency, the Department of Homeland Security, the Department of Defense, the Department of Commerce, and other departments and agencies as appropriate, shall develop, publish, and submit to Congress a national One Health Framework (referred to in this Act as the “framework”) for coordinated Federal Activities under the One Health Program.

Ten things everyone should know about the WHO’s “Pandemic Treaty”:

  1. What has often been referred to as the “Pandemic Treaty” is properly referred to as the WHO CAII: Convention, Agreement or other International Instrument.

  2. A framework convention or agreement can be adopted under Articles 19-20 and require a 2/3 vote of the World Health Assembly. Regulations can be adopted under Articles 21-22 and require a simple majority. Recommendations can be adopted under Article 23 of the WHO constitution.

  3. The Intergovernmental Negotiating Body (INB) met from Monday, July 18, 2022 to Thursday July 21, 2022 to discuss the WHO CAII. They were also supposed to meet on Friday, July 22, 2022, but that meeting was cancelled. The first two days were live streamed and the recordings are available. However, the meetings on July 20-21, 2022 were held in secret.

  4. There were over 36,000 written public comments submitted back in April 2022 and the majority of those comments opposed any form of agreement.

  5. The WHO cancelled a previously scheduled public comment period in June 2022.

  6. The INB published a working draft document of the WHO CAII on July 13, 2022.

  7. The WHO is focused on a concept referred to as “One Health” that seeks to control every aspect of life on earth.

  8. People should pay specific attention to Part 4, specifically Section 13 (control of information) and Section 14 (financing) of the working draft.

  9. Also of note is what is missing from the working draft: there is no evaluation of what went wrong over the past 2.5 years; there is no ban on gain of function research; there is very little focus on health treatments and therapies; there is no patient bill of rights; and this no support for enabling doctors and patients to make their own decisions.

  10. Organized opposition to the WHO is needed.

On May 27, 2022, the 75th World Health Assembly agreed to create a Working Group on Amendments to the International Health Regulations (WGIHR). Member nations have been directed to submit proposed amendments before September 30, 2022 to be discussed at the first meeting of the WGIHR which is scheduled to occur no later than November 15, 2022.

The document states that the amendments won’t be considered until the 77th World Health Assembly in May, 2024, but I do NOT believe them. I believe that they will try to adopt amendments to the IHR in May 2023 during the 76th World Health Assembly.

The WHO held a public comment period on April 12-13, 2022. I (James Roguski) participated in both the written and audio/video portion of the first public comment period.

The WHO promised to accept written comments of up to 250 words, but the system that they implemented only permitted people to submit written comments of up to 1250 characters (approximately 200 words).

The WHO had promised to hold a second public comment period on June 16-17, 2022, but at the beginning of June they simply cancelled the public comment period. THEY LIED. CLICK HERE for details.

They WHO has promised to hold a second public comment period on September 29-30, 2022. I personally doubt that the WHO will permit “regular people” to participate in the audio/video portion of the scheduled meetings.

The organizations listed in the PDF below are permitted to participate in the negotiations of the proposed “Pandemic Treaty.” People like you and I are not considered to be relevant.

I strongly request that you co-sponsor H.R. 419: the No Taxpayer Funding for the WHO Act, H.R. 7931: the WHO Withdrawal Act, and H.R. 7806: the American Sovereignty Restoration Act of 2022. I particularly support the latter legislation, as extricating ourselves from ALL United Nations involvement would deliver us from the World Health Organization's abuses, as well.

For years, many Americans have been pressing for the extrication of the US from all commitment to and funding of the United Nations. However, the WHO's disastrous mishandling of the Covid-19 pandemic has awakened countless more Americans to the gross incompetence of this unelected, undemocratic, and unaccountable body.

Having observed the CDC, NIH, HHS and the like march in lock step with WHO policies throughout the pandemic, we now understand how pervasive the capture of U.S. institutions by misanthropic, authoritarian globalists is at present. AND WE ARE ANGRY.

We do not need Dictator General Tedros Ghebreyesus, who is in the pocket of the Chinese Communist Party, unilaterally declaring bogus "Public Health Emergencies of International Concern" (PHEICs), attempting to override national and state self-determination in public health policy, while collapsing economies and usurping human rights.

With excess non-Covid mortality and all-cause mortality currently reaching highs that are utterly without precedent, we are only at the start of an international disaster of epic proportions due to the forced injection of millions with an experimental gene therapy pushed by the WHO and public health authorities of all nations.

We are witnessing the ripening of decades of asymmetric warfare against Western democratic ideals. Smart politicians will put as much distance as possible between themselves and these failed policies because the public backlash will be terrifying when people wake up to the injury and death that has resulted not from COVID-19, but from what we were told was the only thing that would finally end the pandemic. What a colossal deception!

I am confident that Americans' calls to get the United States out of the United Nation and move the UN headquarters out of the U.S. will only grow louder as the UN attempts to consolidate power and authority over sovereign states around the world.

I encourage you to take a bold stand against surrendering our national sovereignty over to the UN. It is my hope that countless other Congresspeople join you. Soft-headed socialist politicians, WEF young leaders, technocrats that stifle free speech, uncritical media that mindlessly disseminate propaganda, and the Faucis who sell out scientific rigor to the highest bidder are all being unmasked as traitors from within. They must not be allowed to destroy the hard-won freedoms on which our nation was founded.

  1. When will a public comment period begin for We the People to express our thoughts and desires to the delegates regarding these negotiations?

  2. To whom should we address our comments?

  3. Who is in charge of these negotiations?

Sample Open Letter To WHO Delegates:

World Health Organization (WHO)/International “Pandemic Treaty”/ International Health Regulations

To all parties involved:

On July 13, 2022, the Intergovernmental Negotiating Body (INB) presented the first working draft of the ‘treaty’ on pandemic preparedness and prevention. The INB, tasked with drafting and negotiating this international instrument, will hold its next meeting December 5-7, 2022, to consider the “conceptual zero draft” of the proposed “Pandemic Treaty”. It will then deliver a progress report to the 76th World Health Assembly in May 2023, with the aim of adopting the instrument by 2024.

According to Mr. Steven Solomon of the INB, during a live streaming of a meeting titled “120 - Seminários CRIS 2022 - Challenges of global health regulation”, on 10 August 2022, member states have to submit their written input on the working draft of the ‘treaty’ by no later than September 15, 2022.

We herewith request confirmation on whether our delegates will be submitting inputs/suggestions or commentary on the “Pandemic Treaty’, and if so, what that submission entails.

In the same meeting, Mr. Solomon provided a timeline regarding the proposed amendments to the International Health Regulations (2005). All the state members, during the 75th World Health Assembly, accepted a resolution on “a process for a process” and that all members are invited to submit proposals for amendments to the IHR by September 30, 2022.

We furthermore request confirmation on whether our delegates will be submitting proposals to amend the IHR, and if so, what that submission entails.

These negotiations could undermine our personal freedoms and national sovereignty in relation to the health of our citizens, to the detriment of its people.”

Although the WHO is holding one meeting after the other, taking one decision upon another, We the People are left to merely wonder and fear if our Government is keeping us in the dark regarding the WHO’s powers over our freedoms and health.

We beseech our delegates to the WHO to issue, at the very least, an informative statement regarding their stance on the ‘Pandemic Treaty’, as well proposals to amend the International Health Regulations. We the People deserve to know how our rights are being protected, or not being protected, whichever it may be.

Thank you for stressing the urgency. People wrongly believe it’s ‘OK’ to give them just a little bit of leeway but that will turn into more and more and it will grow and snowball into a giant disaster. This need to be stopped in its entirety NOW.
