It must be concluded that the amendments to the International Health Regulations were NEVER properly adopted by Committee A of the 75th World Health Assembly on May 27, 2022.

Those same amendments were NEVER VOTED ON AT ALL during the Eighth Plenary Session of the World Health Assembly on May 28, 2022.
THEREFORE, THE AMENDMENTS TO THE INTERNATIONAL HEALTH REGULATIONS (2022) MUST BE CONSIDERED NULL AND VOID.

VIOLATION #1:
On May 27, 2022, Committee A of the World Health Assembly “adopted” the amendments to the International Health Regulations.

As you can see from the screenshot above, the meeting was sparsely attended. This is a bit of a problem, because Rule 85 (page 194 of the Basic Documents) clearly states that a majority of the members of the Committee are required to be present for a question to be put to a vote.
I do not believe that the President of Committee A of the World Health Assembly complied with Rule 85. There does not seem to be any record of attendance being taken just prior to the “adoption” of the amendments by Committee A on May 27, 2022.
Since the attendance by a majority of the members of Committee A was not confirmed, the question regarding the proposed amendments could not be put to a valid vote within the guidelines detailed in Rule 85.
With respect to the 2022 Amendments on May 27, 2022, no voting had taken place, and no record was made, as to which representatives were present during the Committee A meeting.
There was no voting process, no record of who was present, there was no check on whether there was a majority present, and therefor there is no proof of consent given by Members of WHO to approve 2022 Amendments.
This constitutes a serious violation of the rules of the Constitution of WHO.
Therefore, the 2022 Amendments were not validly adopted.

VIOLATION #2:
After Committee A illegitimately “approved” the amendments on May 27, 2022, it seems that during the Eighth Plenary meeting the next day, the members of the World Health Assembly COMPLETELY FAILED TO CONDUCT ANY VOTE AT ALL regarding the amendments to the International Health Regulations.

A review of the eighth Plenary session in the video record of the events of 28 May 2022 has revealed that NO OFFICIAL VOTE ON THIS MATTER WAS CONDUCTED AT ALL.
“SHALL” MEANS THEY MUST VOTE BY A SHOW OF HANDS.
A dozen members of the European Parliament have demanded that the World Health Organization provide proof that the adoption of the amendments to the International Health Regulations was conducted in a manner that was in compliance with the rules.
The dozen members of the European Parliament have declared that, if proof of a properly conducted vote (as required under Article 60 of the WHO Constitution) is not forthcoming by noon Central European Time on 30 November 2023, then the proposed amendments to the International Health Regulations will be considered by them to be NULL AND VOID.

The current International Health Regulations do NOT authorize member nations to submit a "Reservation" to an amendment. The current version of Article 62 only applies to NEW states that are considering becoming a party to the IHR. They can only submit reservations to existing regulations.
The IHR (2005) does NOT permit states to submit reservations to amendments.

I have been saying that the submission of the above document on May 24, 2022 was illegitimate, because it is a new amendment that is NOT technical in nature. The 2022 amendment to Article 62 CREATED A NEW AUTHORITY for member nations to submit a reservation to an amendment. This is a NEW AUTHORITY that did not exist in the 2005 version of the IHR. The 2022 changes below have NOT gone into legally binding effect at this point in time.

I think that everyone should stop speculating about what may or may not be adopted in May of 2024 and focus far more attention on the DOCUMENTED violations that are listed above.

The FDA's Vaccines and Related Biological Products Advisory Committee also never voted on the Future Framework in July of 2022. They just proceeded as if it had already been approved. This is the shift by which future Covid shots will not undergo ANY human clinical trials. Just a few mice. The policy was proposed at one meeting and then they just started doing it at the next. It was completely bizarre. Apparently this is just the new way the fascists are doing things. Voting is passé.
After spending the last few days writing all the governors here in the US (I've got a nasty head cold ear infection) I found every state has laws, most from 2022, that give unchecked authority to whoever they placed in charge of coordinating the 'emergency' with forced quarantine and isolation at their say so. They also show fines, misdemeanors, imprisonment for violation of their unconstitutional orders. I urged all of them to reject the WHO IHR and repeal the laws that are there (those laws would definitely help the WHO if they get their wish)
