Yes, largely, but no one can be completely certain of the numbers and identities of those at the top.
I share, many competent people in this field are afraid for x reasons. Not to mention that they know very well that they are few, and that this greatly hinders the outcome of the actions undertaken, many lawyers are compromised, corrupt etc. the others have, in isolation, little weight. As you well said, compromise is at all levels, up to the police and the army (not all), supposed to deflect the people.

I would also like, I have already asked here, some have posted relevant comments, they know what to do, but many of us must share the action, otherwise it will not succeed.
For my part, as I have already written several times, I see only a peaceful revolt, but massive, about 25%, more or less, which will not manifest, by asking this or that, but by demanding the immediate withdrawal of these authorities and a new national and governmental health policy. I personally support an absence of government. But as a majority does not yet know how to take charge, it would take another system, (for me useless), we must think globally at the societal level, choose what would best suit the majority.
So, apart from a revolt, what do we have left that would have weight?
