Issues arise for M.S which use domestic legislations and laws to align with IHR effectively enforcing the regulations into their populations often with full weight of the global three letter acronyms and financial incentives and coercions.

More member states than not will be entirely dependent on the most influential and involved M.S to turn back or turn their backs and exit, in order to protect those member states which effectively have 100% of populations without any clue what is going on.

Now I would like to draw broader attention to this assembly on several resolutions that are being discussed priority to this assembly and there executive board meetings.
We see a large number of resolutions being finalized with low participation numbers of all the member states in the informal discussions
This practice is not acceptable at all this not healthy for having good discussion
There should be a calendar of events to ensure participation of all in the informal discussion on all the resolutions, this is required to ensure inclusivity transparency and participation of all without which we cannot expect WHO can deliver in a transparent manner on all the important aspects

Would like to offer 5 suggestions
1. Ensure the governance of the financial intermediary funds allows rapid decision making and agility in provisions of contingency TO GAVI AND TO CEPI TO HELP TO ORCHESTRATE an effective pandemic response guided by equity global cooperation and solidarity
2. Promote integrating financial institutions that are at the frontline of outbreak and pandemic response
3. Maintain COVAX And rapidly scalable innovation such as the deployment of an end to end approach and establishment of guaranteed facilities including the contingent capability of the international finance for immunization
4. Strengthen long term investment in routine immunization and primary healthcare in inter pandemic periods with focus on health systems access by of most marginalized communities who are at most risk of outbreaks due to gender diversity and diversify and expand manufacturing in emergency economies
5. To increase global vaccine supply and security including pandemic vaccines when the need arises whilst managing its impact on routine immunisation
