It seems to be falling apart (I just heard the the last half hour, so I'm watching the replay now). Members are making amendments as suggestions but are realising they may be negotiating. The members don't understand where their comments are going (into the draft document?) and when will they have a chance to negotiate their country's particular amendments.
It didn't end well at 4pm. Lots of confusion about how this is going to work. Tomorrow is Parts IV&V.
Roland is trying to stay calm and smooth ruffled feathers.
Correct me if I am wrong, but from my perspective, this is encouraging. They seem dazed, confused and would probably prefer to be away on holiday. It seems like now is the time to really push against this entire process and nip it in the bud before it has a chance to take root. Your opinion?
Absolutely. I agree. But it may just be a conference too soon. They could've sent in comments and wait for a later draft to fly across the world.
I'm curious to hear what the tipping point was. I've got to Paraguay. Russia is next - it may have been them. But after Argentina, around 27:55, Roland requests comments in writing which may have got people thinking about where this is going. Also Brazil (36:05) mentions obligations, and what are the WHO's obligations; and private stakeholders must behave with more solidarity for the next pandemic. I think there's a lot stirring under the surface.
Getting this lot under control is not going to be as simple as the WHO thinks. I'll add to this later.

Yes, you're right. I was looking for a culprit and I think the WHO kind of shot itself in the foot.
The 2 main comments that kept coming up were 1) what's the definition of 'pandemic' which of course used to include 'deaths' but doesn't now since the crooks changed the definition; and 2) all the overlapping documents, definitions, principles mainly duplication of the IHR.
@1:45:40 Roland summarises all the comments in 6 points but makes a mess of it, then the 2 legal minds fail to rescue him.
@2:07:10 Brazil puts the nail in the coffin: we need clarification on the way forward. Roland waffles. @2:08:55 Russia follows up: we have to decide by 1 August; will there be another round?

I hate to say this, but it seems like what really needs to be done is the International Health Regulations should be amended. Trying to create a new international instrument doesn't seem to have a snowball's chance in hell.
