I am a proud cosponsor of H.R. 79, the Word Health Organization (WHO) Withdrawal Act. While the World Health Organization can make recommendations after a public health emergency of international concern (PEHIC) has been declared, it has no control over any nation’s health care decisions. On January 9, 2023, Congressman Andy Biggs introduced H.R. 79. If passed, this legislation would direct the President of the United States to immediately withdraw from the WHO and prohibit any federal funds for being used for U.S. participation in the WHO.
The International Health Regulations, last amended in 2005 following the 2002-2004 SARS outbreak, is a set of legally binding rules applied through the World Health Organization (WHO). The Regulations are intended to help prevent the spread of an international disease and coordinate a public health response between countries. Criteria exist for the WHO to declare a PHEIC and requires member states to: report public health events, communicate needed information to WHO, and establish main core capacities for surveillance and response. I am a proud cosponsor of H.R. 79, the Word Health Organization (WHO) Withdrawal Act. While the World Health Organization can make recommendations after a public health emergency of international concern (PEHIC) has been declared, it has no control over any nation’s health care decisions. Rest assured; I will remain vigilant to ensure that the sovereignty of the United States is not violated.
On January 9, 2023, Congressman Andy Biggs introduced H.R. 79. If passed, this legislation would direct the President of the United States to immediately withdraw from the WHO and prohibit any federal funds for being used for U.S. participation in the WHO.
The International Health Regulations, last amended in 2005 following the 2002-2004 SARS outbreak, is a set of legally binding rules applied through the World Health Organization (WHO). The Regulations are intended to help prevent the spread of an international disease and coordinate a public health response between countries. Criteria exist for the WHO to declare a PHEIC and requires member states to: report public health events, communicate needed information to WHO, and establish main core capacities for surveillance and response. Compliance with the IHR (2005) is measured through a self-assessment questionnaire sent to member states.
In January of 2022, the United States introduced amendments to the International Health Regulations (IHR) that were expected to be considered at the 75th World Health Assembly (WHA) in May of 2022. The amendments introduced by the Biden Administration were not considered. Rather, the WHA adopted amendments to shorten the period of time in which countries could implement and reject future IHR amendments.
Additionally, the WHA created a Working Group on IHR amendments with the intention of discussing amendments which are meant to identify and address specific challenges for the implementation and compliance of the IHRs. The Working Group on IHR amendments is meant to propose a package of amendments for consideration at the 77th WHA in 2024.
