Non-violent resistance is absolutely possible, yes. However, it will need to be very aggressive indeed without resorting to a frontal direct confrontation with the regime and their enforcers.
Another thing worth considering is the "colour revolution formula". This is a lot more complicated to execute however as it requires people who are well versed with the strategy and the specific stages that need to be followed in sequence.
Such people will almost certainly have an intelligence background themselves:

1. In one case: focusing purely on action at the local level (street and neighbourhood)
2. In the other case: achieving critical mass of people who will do what needs to be done through nudging using (fairly aggressive) fear campaigns. Fear is crude and its use may be seen as unethical by some but there is no denying that it works...and works FAST!
