The deadline (January 27, 2024) to submit proposed amendments has passed. It is the responsibility of every sovereign member nation of the WHO to defend the rule of law and enforce Article 55.
While I hope James your prior thoughts that The WHO is having trouble agreeing on terms may be a source of hope, the UN's history isn't good. If you look at the UN's charter;

The Purposes of the United Nations are:
To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;”
What a crock. The dirty dealings, including a $2MM (~ $20+ MM current dollars) bribe to Truman and the US strong-arming poor, aid dependent countries, to approve the formation of Israel are perhaps a better lesson for what's likely to happen in May. Whatever your position on the formation of Israel, it is undeniable the UN shredded its core principle of "self determination of peoples" to enforce a totally mandated agreement on the existing native population.
If the UN doesn't give a crap about its core principles, what's a little deadline shenanigans.
