The deadline (January 27, 2024) to submit proposed amendments has passed. It is the responsibility of every sovereign member nation of the WHO to defend the rule of law and enforce Article 55.
While I hope James your prior thoughts that The WHO is having trouble agreeing on terms may be a source of hope, the UN's history isn't good. If you look at the UN's charter;

The Purposes of the United Nations are:
To develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to take other appropriate measures to strengthen universal peace;”
What a crock. The dirty dealings, including a $2MM (~ $20+ MM current dollars) bribe to Truman and the US strong-arming poor, aid dependent countries, to approve the formation of Israel are perhaps a better lesson for what's likely to happen in May. Whatever your position on the formation of Israel, it is undeniable the UN shredded its core principle of "self determination of peoples" to enforce a totally mandated agreement on the existing native population.
If the UN doesn't give a crap about its core principles, what's a little deadline shenanigans.

This is one of those times where no news is good news! We do NOT think the States agreed on time to meet Article 55 so its FIN DONE. We wrote Loyce Pace from HHS the day before and told her DON'T YOU DARE! We think the States stalled and gave pause for reflection and breathing room - the WHO is pressuring States and the States are as over it as we all are lol.
Thank you James for this very clear rule that is only just and essential for the member nations of the WHO to be able to read and consider the IHR amendments that they will be voting on in May of 2024. It is clear that the WHO working group has not met the deadline and therefore the member nations cannot be expected to have appropriate time to consider these very far reaching and amendments that bestow powers on the WHO that were never intended in the formation of this organization and which are threatening to the sovereign rights of the member countries--especially the citizens of the US of America.
This is THE issue! Please encourage EVERY alternative media outlet to report on this issue.
