This letter is to notify you of violations of the International Health Regulations by the World Health Organization.
VIOLATION #1:
On May 24, 2022, the United States (along with Australia, Bosnia and Herzegovina, Colombia, the European Union and its Member States, Japan, Monaco, the Republic of Korea and the United Kingdom) violated Article 55 of the International Health Regulations by submitting the following document without the required 4 months notice:

Section 2 of Article 55 of the International Health Regulations (2005) clearly states that:
“The text of any proposed amendment shall be communicated to all States Parties by the Director-General at least four months before the health Assembly at which it is proposed for consideration.”

The WHO claims that these were just technical amendments, but these amendments clearly included substantive changes to articles 59 and 62 of the International Health Regulations.
VIOLATION #2:
The World Health Assembly failed to conduct a vote regarding the amendments to the International Health Regulations but claimed to have done so during the Eighth Plenary Session of he 75th World Health Assembly.

A review of the eighth Plenary session in the video record of the events of May 28, 2022 reveals that no official vote on this matter was ever held:
On November 28, 2023, twelve members of the European Parliament sent a letter to the WHO's Director-General requesting evidence that a vote was properly held. No such evidence has been provided. This letter is included.
The WHO claims that the amendments below were adopted by the World Health Assembly, but they have failed to provide any evidence to support their claim.

POTENTIAL VIOLATION #3:
For well over a year, the Working Group for Amendments to the International Health Regulations (WGIHR) has been conducting a series of secret meetings in their effort to “propose a package of targeted amendments, for consideration by the Seventy-seventh World Health Assembly, in accordance with Article 55 of the International Health Regulations (2005)”
Section 2 of Article 55 of the International Health Regulations (2005) clearly states:
“The text of any proposed amendment shall be communicated to all States Parties by the Director-General at least four months before the health Assembly at which it is proposed for consideration.”
The 4 month advance notice deadline for the WGIHR to submit amendments (January 27, 2024) has already passed and the Director-General has not communicated a package of amendments to the States Parties as required by Article 55..
As evidenced in the video below, the co-chairs of the WGIHR and the WHO legal counsel Stephen Solomon are clearly aware of the details of Article 55 of the IHR:

The WGIHR is openly and brazenly conspiring to ignore the rule of law and violate Article 55 again. The WGIHR has scheduled additional meetings for February 5-9, 2024 and April 22-26, 2024 to continue their secret negotiations beyond the January 27, 2024 deadline.

They have openly declared that they intend to continue their secret negotiations right up to the 77th World Health Assembly which is scheduled to be held from May 27 to June 1, 2024.
The violations of the International Health Regulations by the World Health Organization must be exposed.
These secret negotiations must be stopped.
