Masses fight only when they are desperate or when charismatic leaders estimulate them. That's why the establishment doesn't allow the general situation to go too bad: to mantain the sense of "normality" among people is always one of their most useful strategies.
And that's why the establishment creates its own "charismatic leaders" from time to time.
I WOULD LIKE TO BE WRONG, of course. But all human history and all my personal experience until now says exactly that.
