REQUEST OF THE WHO:
According to Article 55 of the International Health Regulations, the Director-General is obligated to communicate any proposed amendments to the International Health Regulations to all the States Parties at least four months before the World Health Assembly.
I request a copy of any such notification that the Director-General may have communicated to the states parties regarding proposed amendments to be considered at the 77th World Health Assembly scheduled to be held from May 27 to June 1, 2024.

Please provide me with the "package of targeted amendments, for consideration by the Seventy-seventh World Health Assembly, in accordance with Article 55 of the International Health Regulations (2005)" that the Director-General has communicated to the States Parties or a statement that no such communication has been sent.
I request the latest version (working draft) of the proposed amendments to the International Health Regulations. I am aware of the version that was published by the WGIHR on February 6, 2023. I am requesting the most recently updated version.

REQUEST #1:
I request the names and contact information of all the people who have been officially authorized to participate in the negotiations being conducted by the Working Group for amendments to the International Health Regulations (WGIHR)
I request any and all official Letters of Delegation of Authority which authorized any employee of the Department of Health and Human Services (or any non-government employee) to officially represent the United States in the negotiations being conducted by the WGIHR regarding the proposed amendments to the International Health Regulations.
Such Letters of Delegation of Authority would most likely come from the Department of State. I understand this, so I am also submitting a request for similar documents from the State Department. I am requesting any such authorization RECEIVED by any employee of the Department of Health and Human Services (or any non-government employee).
Also, I believe that any such Letter of Delegation of Authority must have been published in the Federal Register, so I also request all links to any such official publications.
REQUEST #2:
According to Article 55 of the International Health Regulations (IHR), any state party (nation) or the Director-General of the World Health Organization may submit amendments to the IHR for consideration at the next World Health Assembly. However, such proposals must be submitted in advance, and the Director-General is obligated to communicate any such proposed amendments to all states parties at least 4 months in advance of the World Health Assembly at which they are to be considered.
The 77th World Health Assembly is scheduled to be held from May 27 to June 1, 2024. The four month advance deadline was January 27, 2024).
I request any and all communications from the Director-General of the World Health Organization regarding proposed amendments to be considered at the 77th World Health Assembly. I suspect that no such documents exist, because the co-chair of the WGIHR (Dr. Abdullah Assiri) publicly stated on October 2, 2023 that the WGIHR was likely to fail to meet their January deadline.

Listed below are the email notices that I received from the Department of Health and Human Services and the State Department in response to my FOIA requests.
NOTE: I divided the requests into separate submissions because the first three requests should not generate a large number of documents (if any). Requests 1, 2 and 3 are the truly important requests. I did not want to have the first three requests held up by the potentially large number of documents that may be available in Requests 4 and 5.
Also, (in requests 4 and 5) I only requested documents from November 1, 2023 to January 28, 2024 again, for the same reason that requesting all documents from previous years may generate a vast quantity of documents, and I don’t think that there is enough time to wait for older information.
That said, I will be pleasantly surprised if any documents are returned. We shall see.

The January 27 deadline applies to the WHO. THEY have to submit a final package of targeted amendments by that date. They are quite unlikely to do so. It makes sense to wait until THEIR deadline passes (Sunday, January 28) to then request the information that they were supposed to have submitted.
Since we are asking for something that every government on earth is SUPPOSED to have received, but probably did not, a response from the Canadian government that "they have no such requested document" will actually be evidence that the WHO failed to abide by their own rules.
We are all likely to receive non-answers to the first three requests. They most likely do not have the information requested which, in and of itself, will be incriminating.
We are also likely to be told that the 4th and 5th requests are extensive and that they would like us to adjust our request. Each person is obviously free to respond to such replies however they wish.
We may receive a treasure trove of super boring documents that may have little gems of information buried amongst all the bureaucratic legalese.

UPDATE: I submitted 7 requests today. One request to the WHO and 3 to the Department of Health and Human Services and 3 to the State Department.
