The Executive Board of the WHO will be meeting from Monday, January 22, 2024 to Saturday, January 27, 2024. Is anyone officially authorized to represent the U.S. at the Executive Board meeting?

As of today (January 20, 2024) the Democratically controlled Senate has failed to confirm President Biden’s appointee (Surgeon General Vivek Murthy) to represent the United States on the Executive Board of the World Health Organization SINCE 2022.
It appears that NO ONE has been properly authorized to represent the United States at the 154th meeting of the Executive Board of the World Health Organization scheduled for January 22-27, 2024 FOR THE SECOND CONSECUTIVE YEAR!
The United States has officially been a member of the Executive Board of the World Health Organization since 2022. For this entire time, the following has appeared on the WHO website:
On January 8, 2024, President Joe Biden RE-submitted Surgeon General Dr. Vivek Murthy’s nomination to the Senate to serve as the United States representative on the Executive Board of the World Health Organization. The 46-year-old physician's nomination was re-submitted because his confirmation to the position had been pending in the Senate since October 2022.

The Executive Board is composed of 34 persons who are technically qualified in the field of health, each designated by a Member State that has been elected to serve by the World Health Assembly. Member States are elected for three-year terms.
The main functions of the Board are to implement the decisions and policies of the Health Assembly, and advise and generally to facilitate its work.
