In order to conduct a humanitarian operation:
1. From 10:00 a.m. (Moscow time) on March 8, 2022, the Russian Federation declares cease-fire and is ready to provide humanitarian corridors:
from Kiev and adjacent settlements to the Russian Federation through the territory of the Republic of Belarus to Gomel city with delivery by air to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;
from Chernigov through the territory of the Republic of Belarus to Gomel with delivery by air transport to the Russian Federation, in the southern direction - in agreement with the Ukrainian side;
from Sumy by two routes to Poltava and to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, in the southern direction - in agreement with the Ukrainian side;
from Kharkov to the territory of the Russian Federation to Belgorod - then by air, rail and road transport to selected destinations or temporary accommodation, to Lvov, Uzhgorod, Ivano-Frankivsk - in agreement with the Ukrainian side;
from Mariupol by two routes to the territory of the Russian Federation to Rostov-on-Don through Novoazovsk and Taganrog cities, to Zaporozhye - in agreement with the Ukrainian side.
2. This statement should be immediately brought to the Ukrainian side (Deputy Prime Minister of Ukraine Irina Vereshchuk) proposed to coordinate the specified routes and the start time of humanitarian corridors by 03:00 a.m. (Moscow time) on March 8, 2022, and to submit written approval of these approaches, including guarantees to ensure security on the declared routes of humanitarian operations by the Ukrainian authorities to the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine by the specified time.
The Ukrainian side have to publish this statement in Ukrainian and Russian languages in Ukrainian media by 03:00 a.m. (Moscow time) on March 8, 2022.
3. This statement (in Russian and English) should immediately be brought to the attention of the embassies of foreign states, relevant structures of the UN, the OSCE, the ICRC and other international organizations through all available information resources, including the media.
4. The Ukrainian side should also inform, in accordance with the established procedure, about the planned humanitarian operation before 03:00 a.m. (Moscow time) on March 8, 2022, representatives of the embassies of foreign states, specialized structures of the UN, the OSCE, the ICRC and other international organizations located on the territory of Ukraine, through all available information resources, including Ukrainian media.
5. For the purpose of implementation of measures for the evacuation of civilians and foreign citizens along agreed routes during the humanitarian operation, from 09:30 a.m. (Moscow time) on March 8, 2022, organize continuous communication between the Russian and Ukrainian sides for the mutual exchange of information on the preparation and carrying out the evacuation of civilians and foreign citizens.
6. This emergency statement is subject to immediate publication and communication to all interested parties through all available information resources, including media.

Why the current situation in Ukraine is the West’s Fault:
After the Berlin wall fell and negotiations were occurring regarding the reunification of East and West Germany, the U.S. and its allies gave numerous “assurances” that they would NOT expand NATO eastward towards Russia. Gorbachev’s big mistake was to not get those “assurances” in writing or in the form of a treaty. The West has denied what they said at the time and the USSR was weak enough at the time to accept them at their word.
In his memoir, Duty, Robert M. Gates, who served as secretary of defense in the administrations of both George W. Bush and Barack Obama, stated his belief that “the relationship with Russia had been badly mismanaged after [George H.W.] Bush left office in 1993.”
Among other missteps, “U.S. agreements with the Romanian and Bulgarian governments to rotate troops through bases in those countries was a needless provocation.” In an implicit rebuke to the younger Bush, Gates asserted that “trying to bring Georgia and Ukraine into NATO was truly overreaching.” That move, he contended, was a case of “recklessly ignoring what the Russians considered their own vital national interests.”
The last reasonably friendly warning from Russia that NATO needed to back off came in March 2007, when Putin addressed the annual Munich Security Conference. “NATO has put its frontline forces on our borders,” Putin complained. NATO expansion “represents a serious provocation that reduces the level of mutual trust. And we have the right to ask: against whom is this expansion intended? And what happened to the assurances our western partners made after the dissolution of the Warsaw Pact?”
U.S. and NATO leaders proceeded with new rounds of expansion, including the provocative step of adding the three Baltic republics (Estonia, Latvia and Lithuania). Those countries not only had been part of the Soviet Union, but they had also been part of Russia’s empire during the Czarist era. That wave of expansion now had NATO perched on the border of the Russian Federation. Moscow’s patience with NATO’s ever more intrusive behavior was wearing thin.

Like a slow moving glacier, NATO has been creeping eastward.
On December 21, 2021 Russia proposed a draft “Agreement on Measures to Ensure the Security of the Russian Federation and Member States of the North Atlantic Treaty Organization” would require that NATO members commit to no further enlargement of the alliance, in particular with regards to Ukraine.
The basics of the treaty are simple:
Article 1
The Parties shall cooperate on the basis of principles of indivisible, equal and undiminished security and to these ends:
shall not undertake actions nor participate in or support activities that affect the security of the other Party;
shall not implement security measures adopted by each Party individually or in the framework of an international organization, military alliance or coalition that could undermine core security interests of the other Party.
Article 2
The Parties shall seek to ensure that all international organizations, military alliances and coalitions in which at least one of the Parties is taking part adhere to the principles contained in the Charter of the United Nations.
Article 3
The Parties shall not use the territories of other States with a view to preparing or carrying out an armed attack against the other Party or other actions affecting core security interests of the other Party.
Article 4
The United States of America shall undertake to prevent further eastward expansion of the North Atlantic Treaty Organization and deny accession to the Alliance to the States of the former Union of Soviet Socialist Republics.
The United States of America shall not establish military bases in the territory of the States of the former Union of Soviet Socialist Republics that are not members of the North Atlantic Treaty Organization, use their infrastructure for any military activities or develop bilateral military cooperation with them.
Article 5
The Parties shall refrain from deploying their armed forces and armaments, including in the framework of international organizations, military alliances or coalitions, in the areas where such deployment could be perceived by the other Party as a threat to its national security, with the exception of such deployment within the national territories of the Parties.
The Parties shall refrain from flying heavy bombers equipped for nuclear or non-nuclear armaments or deploying surface warships of any type, including in the framework of international organizations, military alliances or coalitions, in the areas outside national airspace and national territorial waters respectively, from where they can attack targets in the territory of the other Party.
The Parties shall maintain dialogue and cooperate to improve mechanisms to prevent dangerous military activities on and over the high seas, including agreeing on the maximum approach distance between warships and aircraft.
Article 6
The Parties shall undertake not to deploy ground-launched intermediate- range and shorter-range missiles outside their national territories, as well as in the areas of their national territories, from which such weapons can attack targets in the national territory of the other Party.
Article 7
The Parties shall refrain from deploying nuclear weapons outside their national territories and return such weapons already deployed outside their national territories at the time of the entry into force of the Treaty to their national territories. The Parties shall eliminate all existing infrastructure for deployment of nuclear weapons outside their national territories.
The Parties shall not train military and civilian personnel from non-nuclear countries to use nuclear weapons. The Parties shall not conduct exercises or training for general-purpose forces, that include scenarios involving the use of nuclear weapons.
Article 8
The Treaty shall enter into force from the date of receipt of the last written notification on the completion by the Parties of their domestic procedures necessary for its entry into force.
On January 21st, after meeting in Geneva with the Russian foreign minister, Sergei Lavrov, Secretary of State Antony Blinken issued a rather understated assessment of the high-stakes impasse between Russia and the United States, with Russia threatening the prospect of war in Ukraine.

In February 2014, the president of Ukraine, Viktor Yanukovich, was forced to flee for his life when a U.S./NATO backed coup d’état overthrew the Ukrainian government which had come to power in a democratic election that was certified by the OSCE (Organization for Security and Cooperation).
Essentially, Ukraine has been involved in a form of civil war for the last decade.
The U.S. has since provided extensive military aid and training to Ukrainian armed forces as they brutalized the people of Eastern Ukraine.
THE BIGGER PICTURE:

The Ukrainian crisis is about a lot more than just Ukraine. It’s also about Germany and, in particular, a pipeline that connects Germany to Russia called Nord Stream 2.
Nord Stream 2 has pushed ahead and is now fully-operational and ready-to-go. The United States sees the pipeline as a threat to its primacy in Europe and has tried to sabotage the project at every turn. They want to stop the Nord Stream 2 Gas Pipeline from Russia to Germany, which was finished, but stopped by politics. I guess Biden just doesn’t like pipelines.

The Russian plan is to topple the current Ukrainian government, which Putin describes as a “Nazi” regime. The goal seems to be the full decapitation of the Ukrainian government in Kiev by targeting government buildings, leaders and command and control systems.
Air superiority was established via targeted surgical strikes.
Military targets were obliterated with precision missile and air strikes to demolish Ukraine military equipment and limit civilian casualties.
Airports and seaports were seized by Russian troops.
Putin’s forces invaded from 3 directions, a pincer movement to trap Ukrainian forces in the east and cut them off from the capital Kyiv.
This was followed by paratroopers and amphibious assaults on Odessa and Mariupol.
Tanks rolled in from Belarus, Crimea, Moldova, and Russia.
Chernobyl was secured.
Ground forces moved in from Crimea to the south, and into the Donbas region on the southeast tip of Ukraine, bordering Russia.
There appears to be at least one “cauldron” in eastern Ukraine where the Ukrainian military forces may be nearly surrounded by Russian forces.
