It's a good sign when the WHO has to trot out something so lame and that the mockingbird media has to scream so loudly to be heard. Ebola definitely sucks for anyone who gets it, but it's not an airborne illness and it's in no way a "PHEIC." At best it's a regional or local concern since it's spread through direct contact with body fluids from infected people and other primates. That makes it relatively easy to contain. It has a high mortality rate, but that makes it even more difficult to spread because the virus (if we're still assuming viruses really exist) so often kills the host. Also, there'd be a lot less of it going around if the governments of the DRC and Uganda established the political conditions to grow their economies and improve their standard of living, since eating undercooked bushmeat is usually how ebola is contracted. Maybe the WHO would like to apply itself to that, but I doubt it, since it might actually do some good.
Besides: How do they know it's ebola and not something that looks just like it? Some other hemorrhagic fever, malaria, cholera, typhoid fever, or meningitis. Diagnosis is supposedly confirmed with blood testing for viral RNA, antibodies, "or the virus itself." In other words, they're just asserting it.
Nice try, though, WHO. It's got to be super frustrating for you guys to know that viruses are either dangerous or easily spread, but not both.
