Rather late to the party, but I must make a critical comment: the Delphi Technique arises from an analysis of how all community decisions are actually made. Without the steering that more-or-less guides every discussion from which a clear outcome has to be generated, no decision will ever be reached. This is the liberal dilemma. The strongest always win, when whats pretended is that weaker participants will be influential. They wont!
The entire current problem resides in the chasm that exists between the public and our leaders. Our Interests do not coincide. The only way to change the agenda is to change the leaders. They will then organise outcomes of supposedly democratic discussions, such as the PABS agreement, in ways that better satisfy the puppet negotiators.

The councillor in Pickering Ontario Lisa Robertson has to deal with this all day long. They even haven't paid her salary for a year. Where is the indignation of Pickering citizens regarding this injustice? I'm sending her this column.
