NO AMENDMENTS MAY BE CONSIDERED AT THE 77TH WORLD HEALTH ASSEMBLY IN MAY 2024 UNLESS A FINAL VERSION IS SUBMITTED FOUR(4) MONTHS IN ADVANCE (BY JANUARY 27, 2024).

EVERYONE must be made aware that the deadline for the WGIHR to present a final package of amendments is January 27, 2024.
ARTICLE 55 IS VERY CLEAR:

Article 55 of the International Health Regulations clearly states that any State Party or the Director-General may propose amendments to the International Health Regulations.
Article 55 also clearly states that the text of any proposed amendment SHALL be communicated to all states parties at least four months before the Health Assembly at which it is proposed for consideration.
Article 55 does NOT say that negotiations may continue up to the last minute just before the World Health Assembly.

I implore everyone to recognize the simple truth that the Working Group for amendments to the International Health Regulations (WGIHR) has already admitted their FAILURE.
On October 2, 2023, Dr. Abdullah Assiri (a co-chair of the WGIHR) clearly stated that the Working Group was NOT going to meet their deadline.

They have clearly stated that they are NOT going to submit a final version of a package of targeted amendments to the International Health Regulations before their January 27, 2024 deadline.
NO agreement was reached during the last meeting of the WGIHR on December 7-8, 2023.
NO summary document was presented to the Working Group.
NO meetings of the WGIHR are scheduled to be held prior to the January 27, 2024 deadline.
THE WGIHR IS ON COURSE TO FAIL.
THEY ARE NOT GOING TO MEET THEIR DEADLINE.
ANY ATTEMPT TO ADOPT AMENDMENTS THAT ARE SUBMITTED AFTER THE JANUARY 27, 2024 DEADLINE MUST BE SEEN AS NULL AND VOID.
The following OFFICIAL instructions were given to the WGIHR:
The Seventy-fifth World Health Assembly… decided… with respect to targeted amendments to the International Health Regulations (2005)… to request the WGIHR to establish a programme of work, consistent with decision EB150(3), and taking into consideration the report of the IHR Review Committee, to propose a package of targeted amendments, for consideration by the Seventy-seventh World Health Assembly, in accordance with Article 55 of the International Health Regulations (2005);

The Executive Board… decided… to urge Member States to take all appropriate measures to consider potential amendments to the International Health Regulations (2005), with the understanding that this would NOT lead to reopening the entire instrument for renegotiation. Such amendments should be limited in scope and address specific and clearly identified issues, challenges, including equity, technological or other developments, or gaps that could not effectively be addressed otherwise but are critical to supporting effective implementation and compliance of the International Health Regulations (2005), and their universal application for the protection of all people of the world from the international spread of disease in an equitable manner.

On February 6, 2023, on the last page of their “Final Report,” the International Health Regulations Review Committee clearly stated their understanding that the deadline for the WGIHR to submit “their final package of proposed amendments” would be before mid-January 2024.

I agree with Mark (below). The IHR Proposed Amendments are bad enough, but throw in the Treaty, and, by the way, a bit on Digital Currency and you have millions of minds blown all over the world. You have to reduce this down to the top 10 bullets on the Hit Parade. No one is going to read and digest all the amendments, explanations, arguments and counter-arguments. I don't have time to watch 20 videos, nor do any other people. So, please, let's cut to the chase. I would like to respond to the letter Senator Jeff Merkley sent to me, but I don't know where to start.
What are the key issues rhat were at stake? What policies threats encroachments were avoided? I click article after article showing vote and conference procedural minutia. Amendments. Article 55. No more clicking.

If this was a newpaper article the editor would say "whats the lede? I dont even see it buried somewhere. Its not even here at all.. The reader has no idea what the meetings and amendments want to do so why should they care if rules are followed? Why should the reader care about any of this."
