The Working Group for amendments to the International Health Regulations (WGIHR) has met in closed sessions numerous times over the past 6 months but they have NOT released a single updated or revised version of the proposed amendments.

The petition is very simple:
Hold a parliamentary vote on whether to reject amendments to the IHR 2005
We are concerned that Parliament has not discussed and will not have a say on the 307 proposed amendments to the International Health Regulations, AND the amendments to 5 Articles of the IHR that were ADOPTED by the 75th World Health Assembly on 27 May 2022.
The amendments that were adopted on 27 May 2022 have not been debated in or voted on by Parliament. The UK has the authority to reject them under Article 61 of the IHR, but any such rejection must be within 18 months of their adoption.
Parliament must be given the opportunity to vote on whether to reject the amendments that have already been adopted, and also the 307 proposed amendments that are currently being negotiated by the UK delegates to the 76th World Health Assembly. The UK has not proposed any of the 307 amendments.
At 100,000 signatures, the UK government is obligated to schedule a debate in Parliament.
Don’t stop at 100,000 signatures. Even after the goal has been reached, please continue to spread the word about the amendments that were adopted last year as well as the 300+ additional amendments to the International Health Regulations that are currently being negotiated in secret.
Most people are NOT aware of the fact that the World Health Assembly adopted amendments to the International Health Regulations on May 27, 2022.
I have published a number of articles on this topic and I have been working for more than a year to raise everyone’s awareness regarding the method by which the World Health Assembly is able to amend the International Health Regulations - 194 unelected, unaccountable and largely unknown delegates simply decide to change the regulations and international law is changed.

Article 61 of the International Health regulations gives each of the 194 member nations the authority to REJECT the amendments that were adopted on May 27, 2022, but their rejection letter(s) needs to be sent to the WHO before December 1, 2023.

This document discusses the now out-of-date “Zero Draft.”
It does NOT address the latest version of the proposed WHO CA+ (AKA: “Pandemic Treaty”) which was also published on June 2, 2023 and is referred to as the “Bureau’s Text.”
However, the document DOES also include information (some of which is mis-information) regarding the proposed amendments to the International Health Regulations.
EXCERPTS FROM THE ABOVE DOCUMENT:
As part of this process, more than 300 amendments have been proposed by States Parties. These amendments were subject to a review by the Review Committee regarding amendments to the International Health Regulations. The terms of reference (PDF) for this Review Committee detail the exact scope of the work and analysis that the Committee was expected to undertake on the proposed amendments. The Committee conducted a full analysis (PDF) of each of these amendments in detail to provide technical recommendations to the WHO Director-General and WHO member states. It produced its final report on 6 February 2023. This report, and the amendments as a whole, will be considered by the Working Group (WGIHR). The Working Group will then present its final proposed amendments to the International Health Regulations for consideration by the Seventy-seventh World Health Assembly (the WHO’s decision making body) in May 2024.

The amendments suggested by Bangladesh include proposals such as:
• The removal of the words ‘non-binding’ from the definitions of recommendations in Article 1 of the Regulations (but retaining ‘advice’ as the definition).
• A new Article 13A on “WHO Led International Public Health Response” with language requiring states to “undertake to follow WHO’s recommendations in their international public health response.”
The effect of these proposed amendments was considered by the WHO’s Review Committee regarding amendments to the International Health Regulations. The Committee commented that
“on a plain reading the proposed change would not affect the current understanding of the definition of standing or temporary recommendations as merely advice that is not mandatory.”
But read with Bangladesh’s other proposed amendments elsewhere in the Regulations, the Committee noted that this
“could be understood as aiming to change the nature of these recommendations from non-binding to binding.”
But the Committee warned:
That change would require a fundamental reconsideration of the nature of recommendations and the process for their adoption and implementation. The Committee further notes that during a public health emergency of international concern the recommendations may work better if they are not mandatory and advises against changing the nature of recommendations.
