If private property is needed for military defense purposes, in the case of a foreign invasion for instance, then the prioritising of national interests over private interests appears to be justified.
The alternative is to jeopardise the welfare of all, to protect individual rights.
Individuals must be entitled to just compensation, once the emergency is over.
Restriction or even suspension of some basic human rights, like freedom of movement, may be needed to protect people from harm.
Admittedly, justification of the suspension of some human rights in some circumstances, may tend to erode the solid foundations of human rights regardless.
However, in a real emergency there does not seem to be a viable alternative.
Interventions not unduly abusive or violent, with just compensation,
would appear to be justified in some circumstances, for the common good.
What is the alternative?
People remain free to do whatever they want?
Fine if they only endanger their own lives.
What if they endanger the lives of others too?
What if they undermine national security?
Fly the "human rights regardless" flag and carry on regardless?
I am not sailing on that ship.
I do think, any suspension of human rights ought to be fully justified, and those responsible held strictly and fully accountable.
A lawful legal framework would enable this.
The reckless violation of any human rights without just cause, by anyone, in any circumstances, must be effectively discouraged.

This is a real war, with real life/death outcomes.

One thing for certain the United States Constitution was written for management of the country's economic and defense requirements. Being affected by multiple influences philosophically and economically it had to deal with partisanship as states became united and agreeing to reduction of powers.
The last thing considered was only forced upon the organizers by a minority and certain state's reluctance to sign because there was nothing for the People who had just given their lives and livelihood for the cause of Independence. It took much pressure and determination of a few of those present to finally secure the Bill of Rights.
Unfortunately, medical freedom was considered unnecessary to be included even though several physicians of the time sought its inclusion. If that had happened, health in America would be very different. The long monopoly of allopathic medicine would not have occurred and America today would have stood as one of the healthiest examples for the world. It had achieved that status in the 19th century because of the great influx of people from many nations and the many schools of medicine. This would be the country of medical freedom and freedom of medicine.
There would be no PREP Act. Who knows perhaps the Twin Towers would still be standing and the Patriot Act would not have been written as it must have been long prior to the event.
