IMHO, the language in the Executive Order is inadequate. Trump needs to formally communicate his position to the WHO. An Executive Order only instructs the Executive Branch. It does not properly communicate that the U.S. rejects the amendments or seeks to exit the IHR. Trump needs to send notice to the WHO directly. I will rest easier when I see such an official letter.
