You write that the old system is crumbling. But the proposed censorship system has been in play already, and that very successfully for 80 years. At the time when the US and UK population was pro German a hate propaganda had to to change their minds. Most of the false accusations were taken from the play book of the Bolsheviks' Red Terror period.
